Several states (such as Florida, Georgia, Maryland, Oklahoma, Tennessee, Texas, and Utah) provide marriage license fee discounts—and in some cases waive waiting periods—for couples who complete eligible premarital counseling or education programs. Certificates of Completion are awarded to qualifying pre-marital couples upon attendance and course completion.
